United Physicians Network (UPN) is one of the largest Independent Practice Association (IPA) groups in the Fresno, Kings and Tulare counties. We are a sustainable, community-based infrastructure and provider network that supports population health and the delivery of value-based care in the Central Valley. UPN’s network of over 1,000 providers are committed to providing high quality healthcare to our Medicare Advantage and Managed Care Medi-Cal members.

Executive Leadership Team

Ganga Hematillake, MD, MS, MS (Pharm), FACP

President & Chief Medical Officer

Dr. Hematillake is the President and Chief Medical Officer at United Physicians Network (UPN). He received his Medical Doctorate (MD) from St. Georges University of Medicine. Dr. Hematillake served the U.S. Department of Veterans Affairs Healthcare system for 20 years and was appointed to the Senior Executive Service (SES) of the U.S. Federal Civil Service. Some of his roles include serving as the Chief of Staff for Kansas and Vermont, and Regional Chief Medical Officer for the U.S. Veterans Health Care Network covering the six New England states. In addition, Dr. Hematillake is a strong advocate for education and held academic appointments at University of California, San Francisco (UCSF) School of Medicine, University of Kansas School of Medicine at Wichita, and Geisel School of Medicine at Dartmouth

After the U.S. Federal Civil Service, Dr. Hematillake returned to California and joined United Health Centers of the San Joaquin Valley (UHC) where his latest appointment was as the Chief Medical Officer. This allowed Dr. Hematillake to understand the healthcare needs and disparities across Central California and better equipped him for his role at UPN. In addition, Dr. Hematillake continues to serve as the Medical Director for clinical education at UHC and Regional Director for Physician Assistant Education at A.T. Still University. Dr. Hematillake is American Board Certified in Internal Medicine and elected as a Fellow of the American College of Physicians.


Navjot Singh, MSHA

Contracting and Managed Care Officer 

Mr. Singh is the Contracting and Managed Care Officer at United Physicians Network (UPN).  His educational background includes a Bachelor’s Degree in Health Administration in his hometown of Fresno at California State University Fresno and his Master of Science Degree in Health Administration at California State University Northridge. Navjot began his career in managed care at the Valley Presbyterian Hospital in Los Angeles with an eventual goal to return home to the Central Valley and create a positive impact in his local community.  Navjot later joined United Health Centers of the San Joaquin Valley (UHC) as the Director of Contracting and Managed Care in Fresno where he was responsible for the Managed Care, Contracting, Billing, Coding, Accountable Care Organization and the 340B Program.  This enabled Navjot to understand the patient and provider needs in the Central Valley which was an excellent match for his position with UPN.
